①
Outline of
the proposed activity
In Bohol, the rich Satoyama
forest has gradually deforested or degraded in biodiversity point of view due
to agricultural development and more extensive land use , the remaining
forests are also deteriorating, and the necessity of forest conservation and
reforestation in these forest land has increased.
Conservation activities of existing forests have
been carried out in the rural area of Bohol
Island where the proposed activity( Project) will be conducted through the
agroforestry by participatory forest management involving
local farmers as a one of measure for forest conservation activity.
These
activities have been carried out since 2014 by NGOs, mainly BISU and BREAD
partnership , by Rainforestation practice ,
by participation of farmers dependent on forests.
In this activity,
in order to further strengthen the practice and enhance the livelihood of
people involved . leading to active and more sustainable involvement of
farmers for effective coexistence with the forest and community people.
For the purpose of
that , it is necessary not only to crops with low added value like
conventional agroforestry but also to use agarwood (Aquilaria Spp.) to
increase the incentive for farmers participating in the activities by
planting and cultivating more fragrant products obtained from fragrant trees
to enhance the continuity of forest conservation and rehabilitation
activities through this activity.
For this reason,
seedlings and model forests are set up in the relevant areas, and technical
support and maintenance and guidance systems such as fragrance seedling
production, growing the seedlings , extraction of fragrant extract, etc. will
be lead by NPO which applicant of this activity.

②
Challenge and Issues to be
solved
On Bohol Island, a
variety of forests were growing with habitat of diverse plants, but the land
use pressure which gradually tilts the terrain and cuts the forest relatively
easily, and therefore the forest area has been decreased and deforested here
and there to convert to agricultural land and meadows.
For this
reason, CBFM ("community participatory forest conservation and
management" institutionally advanced in the Philippines) which coexists
with the forest and participates by rural people introduces the regional
unique agroforestry method called Rainforestation It has been done. However,
the aging of participating farmers, the outflow of young people to urban
areas, and the economic benefits obtained through this agroforestry are
difficult to coexist with forests.
Therefore, by using
this subsidy to plant more useful trees (Aquilaria sp) with higher added
value in parallel with other inter-crops, it is possible to extract extracts
obtained from leaves of incense leaves in a relatively short term We hope to
realize the enthusiasm and continuity of the participation of the
participants by using valuable harvests for improving livelihood.
As a problem in
promoting this activity, since acquisition of seeds of (Aquilaria Spp.) and planting of seedlings are
hardly tried in the Philippines, it is necessary to ensure the cultivation skills
from seed collection and seedling production there.
For this reason,
with the method of Rainforestation, we acquire the knowledge and skills of
NPOs that are active with partnerships with BISU and BREAD, which technically
supports agroforestry in the region, to attain the goal of this activity.

③ 課題解決に向けた本活動の戦略、予想される障害リスクに対する対応策
Strategy to solve the problems/issues
and countermeasures to tackle expected risk/burden
1) Strategy of the project
In the
Bohol Island Bilar area, which is the target area in this activity , we are
conducting rehabilitation of the forest land and preservation of existing
forest through agroforestry methods, with a desirable dependency relationship
between forests and surrounding rural people. The economic merit for the
farmers participating in this activity is not necessarily visible, and it is
not easy for the farmers to hold the motivation to continue activities and
maintain incentives due to the outflow of young people to the urban areas and
aging of the farmers.
From this, it is necessary to obtain harvests of agroforestry with visible merit and added value, in order to increase the incentive for residents' forest conservation use activities more than ever and to ensure sustainable activities. It is a sure sustainable coexistence relationship between farmers and the forest itself , which can plant fragrant wood (Agarwood) which can be made in parallel with other crops in the evacuated forest and bring products from highly value-added fragrant products. In addition, in order to settle these activities, we wish to establish a fund to sustain the future development necessary for support of the group and activities such as seedling production of by the farmers , and finance of the prospective fossil incense and aroma oil production process after the termination of this fund from ERCA.
2)Anticipated obstacles and risks and proposed action towards them
In this activity, Aquilaria genus (Aroma) ,used as plants like intercrops like other cash crop in parallel with conventional agroforestry, is rarely distributed naturally in the Philippines. Therefore it will be considered rather difficult to collect seeds for plantation. In case it is difficult to secure enough seeds quantitatively, we will consider not only domestic but also countries from overseas countries in accordance with Philippino domestic laws. Also, because there are not many examples of Aquilaria's seedling cultivation techniques in the Philippines, we also consider examining advanced cases in neighboring countries, and asking experts for guidance if possible. In addition, it takes several years to be able to harvest extracts and chips from fragrant trees, so it can not bring direct benefits to participating people in the short term. In response to this, we invite experts on production methods and how to use them, hold workshops during the period, and promote understanding and dissemination of knowledge and skills to continue the activity after termination of fund from ERCA. |

5. Sustainability of the
project, outcomes, and organization itself after the Grant
On the site, we organized NGOs (main body) and are promoting
livelihood improvement by agroforestry as well as afforestation in forested
areas devastated with local farmers.
This time, we will aim to promote cultivation and early income earning by selecting highly value-added fragrance (aquillaria) according to cultivated items in agroforestry. Through the proposed activity, we aim to establish funds in near future based on a part of sales of essential oil from Aquilla(in several years later ) to provide sustainability for activities and results, to ensure financial sustainability and autonomy of ASKEDWELL or partenerships group . To ensure the sustainability of activities by periodically training and enlightening local residents such as conservation and management of forests, agroforestry methods, and essential oil manufacturing technology. |
