PROJECT CONCEPT:

A.  As presented during the 6th Maranga Clan Grand reunion , the need for livelihood program for the members of the clan was raised. There were proposals relating to marketing of dry goods with the participation of the more economically positioned members of the clan.

B. The possibility of raising catfish in the above ground fish pond with sloping walls utilizing ferro-cement and cloth-in-cement was presented as an input in the utilization of science and technology to produce fish at  respective households

C. Link the projects to Cebu Peoples Cooperative by encouraging Maranga Clan members to sign up for membership to the Cebu Peoples Cooperative

In summary, the catfish project can be done in conjunction with other businesses that a member has the potential or capability to implement. Each interested member shall identify an area near the house or a place which is considered safe from improper behavior.

An above-ground fish pond based on the design of Dr. Silvano B. Maranga shall be set-up with the intent of transferring the technology to the beneficiary. The pond shall be 0.9 to 0.96 meter deep, with approximately 2 meters width and 4 meters length. This pond will have approximately 8 cubic meters of water. As this will be used for the fingerlings, this carry not less than 400 fingerlings. After a month and a half, a new pond shall be set –up to serve as new pond for the shooters, or larger fishes. 

Each beneficiary shall have 3 fish ponds which can be interconnected to facilitate handling of water in the pond.

The expected feed conversion ratio is 1: 1.8 due to the size of the pond and the learning curve of the beneficiary. As new knowledge and skills develop among the beneficiaries, the feed conversion ratio could go better and creating more income for the beneficiary.

The first harvest shall be done after 3 months,  and every month hereafter. Each harvest is expected to produce one hundred kilos of catfish.

As catfish is already an accepted food, marketing do not need to advocate for the taste of the fish, but rather in the pricing which should vary from Php 120.00 to Php 150.00 depending on the location of the purchase area.    

FUND REQUIREMENT:

A.  Cost of a pond using the technology of Dr. Silvano B. Maranga,  is Php 2,000.00 including cost of labor, 3 sacks of cement, 20 kilos of waste cloth, tie-wire, pvc elbow and 5 ft long 2” pvc pipe, 

B.  the fingerlings will be provided by ASKEDWELL CENTER and properly recorded to ensure that marketing commitments will be achieved. The cost of the pond will repaid by the beneficiary through the deposits in the cooperative which will also provide prizes or awards to good payers.

C.  Through a character loan of  Php 300,000.00 payable in 3 years, Dr. Silvano B, Maranga is committed to develop the system of production, marketing of catfish and financial maturity of members of the cooperative participating in the project.

BACKGROUND OF THE PROJECT:

This project is an offshoot of the discussion between CEO Macario G. Quevedo and Dr. Silvano B. Maranga Pres. / CEO of ASKEDWELL CENTER. The discussion focused on the introduction of ASKEDWELL CENTER and its program based on the  concept and philosophy on the Application of Science and Technology to Natural Farming and Organic Agriculture System and how the TESDA registered course was developed along with the assistance of DOST 7, DA and DILG. 

The ASKEDWELL CENTER received, on the middle part of cy 2017 Certificates of Good Standing from DOST 7 , TESDA 7 and the Securities and Exhange Commission.

DESCRIPTION OF THE PROJECT AS PART OF THE APPLICATION OF SCIENCE AND TECHNOLOGY TO NATURAL FARMING AND ORGANIC AGRICULTURE SYSTEMS:

This project is proposed with the concept of developing farmers into entrepreneurs with the knowledge and skills of the four major components of a business enterprise. The African catfish production and marketing is deemed more appropriate to the lifestyle of the members of the Maranga clan and the Indigenous Peoples.

This can develop creative work of constructing above ground fish pond with other medium as part of the process of developing a research base mind and a community. The climate smart natural farmer shall have opportunities for good health and strong discernment with spirit of hope and respect for all creatures.

There shall be a team of the members of the Maranga Clan to regularly visit a beneficiary of the project as a way to ensure the viability of the project and its sustainability

Feeds formulation and development of silos shall be given emphasis in the visits to ensure a regular availability of feeds for the catfish. The drainage system must be interlinked with the plants to maximize the utilization of waste water from the pond.
Cages for guinea   pig or rabbits or goats shall form part of the system to have a complete integrated system.
PURPOSES OF THE PROJECT UNDER THE VARIOUS PROGRAMS OF DOST, ASKEDWELL CENTER AND THE CEBU PEOPLES COOPERATIVE

Main purposes of the project is to

1. Entice the youth to join the agriculture sector and realize the need to care for the environment. Hence, prepare for disaster due to climate change.

2. Develop the mind set of interlinking of knowledge and skills as basis for action in personal growth and development through the spirit of cooperativism

3. Study science and technology with the end-in view of its application in day to day life as basis for a fulfilling life.

4. Set-up a backyard farm dubbed as a house in the garden for the program entitled as food always in the table in the home.

5. The project shall continue its research on the development of alternative materials for food and animal feed such as development of the breadfruit or kolo as staple food and its potential for the export market, the continuous research on low cost technologies to create fish ponds for the households, plant boxes utilizing waste materials and animal pen designs for easy handling of waste and feeding procedures.

6. and beyond this, is developing financial viability for the beneficiaries for a larger vision for the person and the community- of peace , understanding among peoples of various faiths, beliefs and culture.

STRATEGIES:

1. Advocate the philosophy of Cooperativism and encourage more people to join the Cebu Peoples Cooperative as a Satellite Cooperative.

2. Inform the Members of the Maranga Clan of the partnership with the Cebu Peoples Cooperative and teach on the saving mechanics a brilliantly conceptualized by the management of the Cebu Peoples Cooperative and the processes involved in the financial transaction of a member through a bank, such as BDO and BPI

3. Enter into partnerships with appropriate Government Agencies and GAs and Non –government organizations to facilitate its implementation and ensure results as per plan

4. Instill into the minds and hearts of the beneficiary- trainee-participants of the need to set-up a small farm in own backyard, also known as house- in- the- garden of the CWL.





The organization of the project includes the leaders of the community, funding institution and DOST as the policy advisory team. The ASKEDWELL CENTER management shall be composed of the technical experts from other organizations forming a volunteer group composed of local technicians, community researchers and the volunteer vocational instruction supervisors.

The teams shall function in line with the effort to produce healthy food and providing farmers with technology to reduce work and produce more output. This shall put into practice the application of science and technology in a farm especially for marginalized farmers.

During the first phase of the technology transfer program, the community participants shall already start planting easy to grow vegetables with the intent of cooking or processing for daily or weekly consumption of the family. It is in this phase that the policy directions of the project will already be implemented in the homes of the participants.

In the second phase, the technology to reduce work using electrical mechanical , and electronic gadgets will be studied and formulated. It is also understood that the difficult to learn skills and competencies can be learned later or after the third phase of the training.

The third phase of the project is setting-up the above-ground fish pond, animal cages and plant boxes. These three agri-fishery-industrial sectors are set-up in a modular system. There are steps to follow in performing the task after the safety precautions are discussed as experienced.



FINANCIAL ASPECT OF THE PROJECT

The TESDA certificate of registration, authorizes the ASKEDWELL CENTER  to collect fees at a rate of Php 20,000.00  per course at 500 hours nominal duration. It is also important to consider that this NTR course conducts institutional assessment and a learner can also undertake a TESDA skills assessment at the NC level. In this document, it is assumed that the funding institution can only provide Php 15,000.00 training cost instead of the authorized Php 20,000.00

Hence, the course in partnership with CEBU PEOPLES COOPERATIVE can be completed in 10 to 12 months. And within that period a learner can already have a functioning backyard farm  and INCOME based on the principles and practices learned in the CENTER FOR THE APPLICATION OF SCIENCE AND TECHNOLOGY TO NATURAL FARMING AND ORGANIC AGRICULTURE SYSTEM.

However, research learning systems can be performed with almost no cost utilizing indigenous materials and technologies. The amounts listed herein can either be in cash, in kind and imputed cost.

TECHNICAL ASPECT OF THE PROJECT

1. This project follows the principle of a no-waste farm system. There are no chemicals that shall be used in this project. Thereby creating a healthy life style for the community to develop a community enterprise based on research and technology transfer

2. The training / research cycle is based on the modular system of instruction. The beneficiary is a trainee on the technologies as per copyrighted document of Dr. Silvano B. Maranga.

3. catfish production and growing in ponds is an accepted practice in the community and the taste of the fish is praised by the community. Developing a business placing the Catfish at the doorstep of the customers will make the marketing faster. Using organic concoctions will add to the flavor of the fish.

PROJECT LOCATION : A POTENTIAL FOR MARKETING OF PRODUCTS

As this project is designed to set-up a home and family enterprise based on the catfish production, the proponent has designated three possible locations where the project can be set-up. One in the Bongdo, Borbon facility, the other in Lapulapu City and Montevista, Compostela Valley where the Maranga Clan is strongly supporting the project. 

This is to develop a network of linking the hinterlands with a facility in an industrial area but located in the midst of marginalized community, in Basak, Lapu-lapu City and other places which will allow network support of ASKEDWELL  Center in various areas of the country.

There will be an effort to develop products with raw materials from Catfish and other project offshoots and processed with assistance of DOST and located in appropriate areas near to the Market System and easier access to a large community of people such as the Export Processing Zone and the market needs of  tourism centers


PROJECT OUTCOMES.

1. Members of the MARANGA CLAN SATELLITE COOPERATIVE  set-up a backyard farm named as a house in the garden as food always in the table in the home.

2. A community enterprise is set-up with the end-in view of continuous improvement and business development

3. Continuing research on the development of alternative materials for food and animal feed such as development of the breadfruit or kolo as staple food and its potential for the export market, the continues research on low cost technologies to create fish ponds for the households, plant boxes utilizing waste materials and animal pen designs for easy handling of waste and feeding procedures.

4. A Production unit on the processing of catfish in bottles, similar to sardines for the local and international market set-up

5. Develop more SATELLITE CENTERS of ASKEDWELL in tandem with MARANGA CLAN COOPERATIVE  and CEBU PEOPLES COOPERATIVE.


CALL TO ACTION


This project is intended as a start-off program for the training and development of a strong and dedicated satellite cooperative in Montevista, Compostela Valley.

It shall develop a mobile system of helping in the production of catfish and marketing. This shall also inculcate into the minds of the Maranga clan to develop a sense of saving and the need for urgency to implement more projects to involve more members of the Maranga clan and be presented in the yearly grand reunions.

This shall be the platform to reach out the less served and less educated in the society and place them in the mainstream of cooperative development.

It is hoped that the endorsement of the Department of Interior and Local Government (DILG), Department of Agriculture(DA), Department of Science and Technology (DOST), Technical Education and Skills Development Authority (TESDA) with the Certificate of Good Standing issued by the Securities and Exchange Commission may facilitate the approval of the CHARACTER LOAN OF DR. SILVANO B. MARANGA and fast track the creation of a SATELLITE COOPERATIVE OF THE CEBU PEOPLES COOPERATIVE IN MONTEVISTA, COMPOSTELA VALLEY , DAVAO REGION
