PROJECT BACKGROUND
The National Academy of Science and Technology, Philippines (NAST PHL) is currently implementing project entitled “Supporting the Development of Partnerships in the STI Ecosystem.”
One of the main objectives of the project is to establish innovation hubs and clusters in different regions of the country.
As a quick and timely response to the direction set by the NAST PHL, the  Department of Science and Technology Region VIl (DOST VII) and of University of San Carlos,  conducted a two-day Seminar-Workshop on Developing STI Hubs and Clusters in Central Visayas on 19—20 February 2018.

The two-day session was held at the University of San Carlos-Talamban Campus on 19—20 February 2018. During the seminar, the series of technology talks focused on the development of partnerships and seek research and development proposals on issues concerning inter-related resources for research among schools, industry and the community.

Foremost in this direction is on how the research community shall respond to the issue on the seaweed, in terms of production, processing, marketing and financial returns to fisher folks and farmers.

As the ACTION FOR SKILLS KNOWLEDGE EDUCATION AND WELLNESS (ASKEDWELL) CENTER, is a community-based institution and based on a marginalized farming community, the undersigned, Dr. Silvano B. Maranga, harnessed all possible information to come up with a community-based research and development proposal to fast track on the effort to provide feed to the fish in the above-ground fish pond within the Catholic Women’s League program dubbed as “house – in- the- garden”. This is expected to provide food always in the table of the farmer and opportunity to develop into a community enterprise.

During the sessions, information shared involved fish trash buried on sand as there are so much produce and can no longer be sold to the market. It was also during the sessions, that information on the possible export market of seaweeds may be affected by the issuance of a circular that seaweeds from the Philippines are not to be bought due to contestable reasons. This will result in over supply of seaweeds and potential of seaweed garbage in the shore lines.

As the proponent is involved in the Organic Agriculture Systems through the Copyrighted work authored by the undersigned, entitled Application of Science and Technology to Natural Farming and Organic Agriculture Systems and as member of the TECHNICAL EXPERT PANEL on the Formulation of the TRAINING REGULATIONS of Organic Agriculture NC II of TESDA, the issue on trash fish and waste seaweeds is deemed as important to the concept of ”waste of one is an input to the other”.

The beneficiaries of the DOST 7 GIA PROJECT : COMMUNITY EMPOWERMENT THROUGH SCIENCE AND TECHNOLOGY, can make use of the waste through feed development using silage  technology.  This project is encouraged and supported by DOST Secretary Fortunato T. De la Peña, Regional Director Edilberto L. Paradela and Provincial Director Tristan L. Abando.

With the motivation and support of Asst. Regional Director  Engr. Jesus F.  Zamora, Jr. the undersigned has a personal commitment to utilize the information shared during the 2-day seminar and come up with this proposal that will result in a project that will make the life of the farmer a little easier and better.

It is hoped that with this research and the partnerships created during the 2-day seminar, resources will be identified and facilitated through the Science and Technology Innovation hubs.
PURPOSE

1. Make use of fish trash and seaweed garbage in the development of animal feeds in conjunction with madre de agua, goto kola, kefir and other concoctions for balanced nutrition and healthy animal and fish’
2. Research on data on the amount/volume / weight of these waste materials for conversion to animal and fish feed and determine total available volume for feed production
3. Fast track the implementation the community-based research while waiting for or in tandem with the formal research studies of the academe as the fish and animals of the CEST Project can benefit readily on the result of the study.
METHOD
As the approach to the research is community-based, some farmer leaders shall participate in the project with the support of some members of the STI hub and CVAARRDEC.

The materials for research may come from the CTU Bantayan and other areas which would include, trash fish, seaweed and molasses. The madre de agua are expected to be coming from the backyard or small farms of the farmer trainees and beneficiaries of the CEST DOST 7 project.

The tools include 3 plastic drums of 200- liter capacity, a plastic net, manila paper and smooth stone as weight to keep the mixture in place.

The plan for the community research is to create a mixture of seaweeds, trash fish, offal, grains and madre de agua and other fast growing vegetables and banana trunks. The mixture is to be differentiated according to the go, grow, and glow principle. One mixture is expected to have equal weights of ingredients and the other 2 mixtures based on availability of materials and cp.

After 5 days, sample from each drum shall be tested in the laboratory of members of the STI HUBS.

Our aim is to determine the micro-nutrients of each mixture after another 5 of days and the next 5 days and the succeeding days.

The test for the acceptability and effect of the mixture to the animals and fish shall be done based on feed conversion ratios.

There shall be animals and fish in the ferro-cement above ground fish pond that shall serve as indicators of growth and acceptability of the mixtures. The test shall be conducted in the respected houses of identified test animals and fish.
VENUE

The community-based  research shall be initially conducted at the Learning Station of Mr. Ricardo S. Urot, at the Learning Farm of Mr. Roseller R. Balaod. These are the two easily accessed learning stations in addition to the Mr. Oscar Elcana learning station with the participation of Mr. Emilio P. Biore, Mr. Warlito C.Lim and Mrs.Fredesvinda Y. Biore. It also discussed that the Lapulapu City College be a venue to link with the one third hectare area of the Maranga learning family to be developed as learning farm for the urban poor in the Basak, Lapu-lapu City area.

EXPECTED OUTPUTS
a. there shall be  five ( 5) areas that animal feed research shall be set-up
b. there shall be at least 25 persons trained on the Basic, Common and Core Competencies of the project to prepare for the Technology Transfer
c.  as the feed material needs at least 3 months to create  a box using ferro-cement or cloth –ferro-cement method for easier to make and low cost construction
e.  research and development seminars shall be done on site except periodic general assembly which will be scheduled every two weeks in a farmer beneficiary backyard farm.
f.   there shall be continuous preparation of feeds to test the effect of each mixture on the animals and fish in conjunction with the School –based Laboratory research
               j.   25 participants are encouraged to use available resource in support to the project and shall develop a garden in the vicinity of the house or as the CWL called house in the garden where vegetables and livestock are readily available for animal waste as organic fertilizer.

PROJECT MANAGEMENT
The organization of the project includes the leaders of the community, The funding institution and STI researchers as the policy advisory team.

The ASKEDWELL CENTER management shall be composed of the technical experts from other organizations forming a volunteer group composed of local technicians, community researchers and the volunteer vocational instruction supervisors.

The teams shall function in line with the effort to produce healthy food and providing farmers with technology to reduce work and produce more output. This shall put into practice the application of science and technology in a farm especially for marginalized farmers.

PROJECT OUTCOMES
1. Disaster and Risk mind set is inculcated in the minds and hearts of the participants


2. There shall be a conscious  search for alternative food as part of the preparation of the disastrous effect of climate change


3. community  research for science and technology be part of the effort of the community leaders


4. Seaweeds, trash fish, vegetable trimming, trash fruits, and other organic wasted including cohol shall be gathered for conversion to organic feed material and be utilized local consumption


5. support the search for technologies to make use of technologies to make use of waste progressively financially viable


6. Gender and Development shall encompass all development efforts of a marginalized community

BY –LAWS

OF

Universal Interfaith Church Missionaries On The
Spiritual Apparition For The ReAwakening Of Hope
UICM SARAH VESOW ANDSTE
(Name of the Corporation)

I.         THE TIME, PLACE AND MANNER OF CALLING AND CONDUCTING REGULAR OR SPECIAL MEETINGS OF THE COUNCIL OF ELDERS AS CALLED UPON BY THE PRESIDING ELDER.

a)        Regular meetings of the Council of Elders of the corporation sole shall be held quarterly, and can participate thru teleconference;.
As there are documentary needs for the signatures of the members of  the  Council of Elders, an electronic signature is suffice to indicate approval of the document, compliance to SEC Reportorial Requirements And Other Agencies Of Government with the personal endorsement and verbal agreement of the Council of Elders and the Presiding Elder Silvano B. Maranga, founder.

b)        Special meetings of the Council of Elders may be held at any time upon the call of the Presiding Elder or as provided in the by-laws and through the internet/teleconference;

c)        Meetings of Council of Elders may be held anywhere in or outside of the Philippines, unless the by-laws provide otherwise. Notice of regular or special meetings stating the date, time and place of the meeting must be sent to every member of the Council of Elders at least one (1) day prior to the scheduled meeting, unless otherwise provided by the by-laws, through email or sms. A Council of Elders member may waive this requirement, either expressly or impliedly.

II.        THE TIME AND MANNER OF CALLING AND CONDUCTING REGULAR OR SPECIAL MEETINGS OF THE MEMBERS.

a)        Regular or annual meetings of members shall be held annually on___December__19__ (specific date).

b)        Written notice of regular meetings shall be sent to all members of record at least two (2) weeks prior to the meeting through sms and emails, messenger, unless a different period is required by the by-laws or the Presiding Elder

c)        Special meetings of members shall be held at any time deemed necessary or as provided in the by-laws or as called upon by the Presiding Elder.

d)        Written notice of special meetings shall be sent to all Council of Elders members at least one week prior to the meeting, unless a different period is required by the by-laws or by the Presiding Elder.














Members’ meetings, whether regular or special, shall be held in the city or municipality where the principal office of the corporation sole or a deemed by the Presiding Elder.
e)         is located, and if practicable in the principal office of the Corporation Sole shall be in Blk 9. Lot 1 & 3, Country Homes, Lubogan,Toril, Davao City, Philippines and designated missionary houses Linked Through The Internet For High Technology Communications for the purpose of this provision; and other locations for environmental protection and development



III.       THE REQUIRED QUORUM IN MEETINGS OF MEMBERS OF THE COUNCIL OF ELDERS

a)        The required quorum in meetings of members shall consist of the member/s representing a majority of the entire membership.

IV.      THE FORM FOR PROXIES OF MEMBERS AND THE MANNER OF VOTING THEM

a)        Members may vote in person or by proxy in all meetings of members. Proxies shall be in writing, signed by the member and filed before the scheduled meeting with the corporate secretary. Unless otherwise provided in the proxy, it shall be valid only for the meeting for which it is intended. No proxy shall be valid and effective for a period longer than five (5) years at any one time.

V.       THE QUALIFICATIONS, DUTIES, TERM AND COMPENSATION OF TRUSTEES

a)        No person convicted by final judgment of an offense punishable by imprisonment for a period exceeding six (6) years, or a violation of this Code, committed within five (5) years prior to the date of his appointment shall qualify as member of the Council of Elders. No person shall be appointed by the Presiding Elder and member of the Council of Elders without undergoing the required Vocational Education and experience in social work with science and technology application. A member of the Council of Elders must be residents of the Philippines or other countries following or as qualified in various Philippine Laws.
b)        The corporate powers of the corporation sole shall be exercised, all business conducted and all property of the corporation sole be controlled and held by the Presiding Elder Silvano B. Maranga
c)        The Council of Elders and  other officers on project assignments and the Presiding Elder shall not receive any compensation,  except for reasonable per diems, representation and training honoraria, travelling cost and other related expense














VI.      THE MANNER OF APPOINTMENT, QUALIFICATION AND THE TERM OF OFFICE OF ALL OFFICERS OTHER THAN TRUSTEES

a)        Immediately after their appointment, the Presiding Elder Silvano B. Maranga, founder, of the corporation sole must appoint TREASURER for Mindanao and Visayas, a SECRETARY and such other officers as may be provided in the by-laws or as appointed by the Presiding Elder. A term of office of an Elder or an Officer ends upon receipt of official notice of acceptance by the Presiding Elder and upon submission of all required documents. It shall be done in the spirit of good will in the service of God and the community and if there may be misunderstanding it shall be resolved amicably within the  administrative processes of the Universal Interfaith Church Missionaries on the Spiritual Apparition for ReAwakening of Hope UICM SARAH VESOW ANDSTE
b)        General membership shall be based on participation of activities, projects, programs of Universal Interfaith Church Missionaries on S.A.R.A.H.  

VII.     FISCAL YEAR

a)        The fiscal year of the corporation shall begin on the first day of January
and end on the last day of December of each year.

       VIII. SEAL
               
a)        The corporate seal shall be determined by the Council of Elders and approved by the Presiding Elder Dr. Silvano B. Maranga


      IX.  MISCELLANEOUS PROVISIONS
a)   Matters not covered by the provisions of these by-laws shall be governed by the provisions of the Corporation Code of the Philippines.
b)   As this corporation sole is founded by Dr. Silvano B. Maranga, Presiding Elder, changes on the documents shall be approved by Dr. Silvano B. Maranga prior to its implementation
e)   There shall be radio and TV programs in support to the social media to be operated by the members of the Council of Elders with the approval of the Presiding Elder Silvano B. Maranga, founder. the members coming from a religious organization shall retain their titles as pastor, deacon, evangelist, brother, elders, kapatid, igsoon and other names while in an activity with the Universal Interfaith Church Missionaries on S.A.R.A.H. including music ministry, science and technology laboratory
f)    Elder Dino M. Gubalane shall act as National Coordinator and organizer with the support of the council of elders  as per appointment by Presiding Elder Silvano B.Maranga
g)   Elder Warlito C. Lim, Prabhu, shall act as International Preacher of the church as per appointment by the Presiding Elder Silvano B. Maranga
